Is chiffon a cheap material?

Hello, I am currently on a tight budget for my best friend's wedding and I am looking for affordable clothing options. I have seen some dresses that are made of chiffon, but I am not sure if the material is considered cheap. I don't want to show up to the wedding in something that looks low-quality, but I also don't want to spend a lot of money. Can anyone tell me if chiffon is a cheap material or not?
